New York State Presented by Richard Tesoriero, P.E. This in-depth program will cover the most recent changes in the New York State Energy Conservation Code which were stimulated by the American Recovery and Reinvestment Act of 2009 (ARRA). ARRA required participating states to adopt more stringent energy codes and demonstrate 90% compliance by 2017. The 2010 version of the New York State Energy Conservation Construction Code (ECCCNYS) satisfies ARRA requirements and became effective in December 2010. While the energy code contains many incremental changes, new requirements for statewide code compliance reporting place entirely new demands on design professionals, buildings owners, contractors, and code officials. This course will cover both residential and commercial requirements and describe the energy code adoption process. Areas covered will include federal and state energy legislation, US Department of Energy (DOE) energy code determinations, and new statewide energy code compliance initiatives. Understanding the code adoption process and DOE initiatives will enable attendees to quickly adapt to future code changes mandated by federal legislation to occur in 2012-2013. Emphasis will be placed on clarifying the inspection and reporting requirements of the code and examining how statewide compliance measurement will influence the practice of design professionals. After attending this comprehensive program, attendees will have a thorough understanding of the energy code and be able to select appropriate compliance strategies for their projects.
Richard Tesoriero, P.E. has over 17 years experience in the design, commissioning, and operation of mechanical systems. His experience includes HVAC system design, energy modeling, energy audits, retro-commissioning, and alternative energy systems including CHP systems and fuel cells. Mr. Tesoriero is the founder and principal of Focus Energy Inc. in New Milford, CT, which specializes in the optimization of building management systems to improve the energy performance of large commercial buildings. He earned a BS in Mechanical Engineering from Rensselaer Polytechnic Institute, and an MBA from Western CT State University. He is also an ASHRAE Certified Commissioning Process Management Professional (CPMP) and AEE Certified Energy Manager (CEM). His recent projects include LEED EB O&M Gold and Silver certifications for two 600,000 sf+ office buildings, commissioning of a LEED Platinum project, energy modeling for a LEED-NC Gold project, and Energy Star certification of a 250,000 sf office building.
