New York City/NYS
Energy Conservation Code – 2010 Changes

Presented by Richard Tesoriero, P.E.

This in-depth program will cover recent changes in the New York State and New York City Energy Conservation Codes and the new requirements of the New York City Greener, Greater Buildings Plan. In part, these changes were prompted by the American Recovery and Reinvestment Act of 2009 (ARRA) which required participating states to adopt more stringent energy codes and demonstrate 90% compliance by 2017.

The 2010 version of the New York State Energy Conservation Construction Code (ECCCNYS) satisfies ARRA requirements and became effective on December 28, 2010. To meet New York City's goal of reducing greenhouse emissions by 30% by 2030, all new building and alteration applications must comply with the 2011 version of the New York City Energy Conservation Code (NYCECC) and with NYC Local Laws 84, 87, and 88 which added reporting of energy use, water-use, energy audits, retro-commissioning of base building systems, lighting upgrades and electric sub metering.

While the energy code contains many incremental changes, statewide code compliance reporting places entirely new demands on design professionals, buildings owners, contractors, and code officials. Emphasis will be placed on clarifying the inspection and reporting requirements of the code and local laws and examining how statewide compliance measurement will influence the practice of design professionals. After attending this comprehensive program, attendees will have a thorough understanding of the energy code and be able to select appropriate compliance strategies for their projects.
