Special Inspections and
Structural Testing

Chapter 17 of the International Building Code requires Special Inspection of most structural building elements as well as a handful of nonstructural building elements. These requirements apply to practically all building projects other than one and two family residences. The Architect and Engineer play a key role in defining the inspection and testing program.

When conducted properly, with qualified and reliable inspectors, Special Inspections can result in a dramatic improvement in the quality of construction. However, a poorly executed inspection program with unqualified or unreliable inspectors can be worse than no inspections at all. Architects and engineers will gain an understanding of how to evaluate the qualifications of inspectors and testing technicians as well as how to specify and conduct an effective quality assurance program for their projects.

Attendees will learn the fine points of performing special inspections, including how to deal with uncooperative contractors, how to avoid becoming liable for construction site safety, and how to manage testing agencies. Participants will be provided with an in-depth review of the Building Code requirements for Special Inspections and Structural Testing, along with some practical considerations and historical background.

Jim DeStefano, P.E., AIA is the President of DeStefano & Chamberlain, Inc. located in Fairfield, Connecticut. He has over 20 years experience with Special Inspections. Jim served as the chairman of the Council of American Structural Engineers (CASE) Special Inspection Committee and was the principal author of the CASE Guide to Special Inspections and Quality Assurance. He also served on the NCSEA Code Advisory Committee for Special Inspections. In addition, Jim has been an instructor and examiner for the ACI Field Testing Technician certification program.
